China’s Global AI Proposal: Bridge-Building or Strategic Play?

With China calling for a new international AI governance organisation, the world faces an important question: Can true cooperation be achieved in an era of rapid innovation and geopolitical rivalry?

Cooperation on Paper or in Practice?

China’s recent proposal for a global AI cooperation organisation floated at the World AI Conference in Shanghai lands at a pivotal moment. As governments scramble to shape AI policy, Premier Li Qiang’s call for an inclusive, internationally governed framework sounds, at first glance, like a much-needed antidote to the patchwork of fragmented rules and growing tech rivalries. The pitch: open standards, shared benefits and special support for developing nations. Who could object?

Yet, the story is more complex and the implications reach far beyond simple slogans about “cooperation.”

The Promise: A Level Playing Field?

At its best, China’s proposal reflects a genuine need. As AI advances faster than policy can keep up, a global architecture for oversight, safety and knowledge-sharing is both timely and necessary. With the Global South often left behind in tech revolutions, an international platform that includes resource and expertise sharing is a positive ambition. There is, after all, real danger in a world where a handful of wealthy countries and corporations dictate the terms of AI’s future.

An open, well-governed body could help to set global standards, foster dialogue and mitigate AI’s worst risks especially those that cross borders, like autonomous weapons or misinformation. China’s message of “AI for all” deserves a fair hearing.

Where Tensions Remain

Still, the proposal is as much about geopolitics as it is about governance. China’s track record at home prioritising state control, surveillance and tight data regulation stands in stark contrast to the open, participatory model it now promotes on the global stage. The selection of Shanghai as a possible headquarters isn’t incidental; it signals a clear intent to anchor global AI dialogue in China’s sphere of influence.

There’s a risk that, rather than harmonising standards, the world could end up with parallel and potentially incompatible AI governance regimes. If major powers use these new institutions primarily to advance their own interests, meaningful coordination and trust will prove elusive. In the process, the countries most in need of support could find themselves caught between competing visions, forced to choose sides or adapt to shifting expectations.

How Should the Global AI Community Respond?

For AI professionals, regulators and business leaders, the stakes are significant. The coming years will test whether the field can truly embrace transparency, inclusiveness and ethical oversight beyond any one nation’s priorities.

As this debate unfolds, it’s essential to:

 • Push for open participation and genuine accountability ensuring that governance is shaped by a broad range of voices across sectors and borders.

 • Encourage practical support for underrepresented nations, not just rhetorical promises.

 • Keep pressure on all parties, including China, to meet global standards for ethics, data privacy and human rights.

 • Prioritise frameworks that allow interoperability and dialogue between different regions, rather than reinforcing divides.

Real Progress or Another Battleground?

China’s initiative could spark a new chapter in international AI cooperation, but only if it’s rooted in trust and shared values, not just shifting alliances. The global community has a rare opportunity to create structures that are resilient, adaptable and fair.

The true measure will be whether these efforts close the gaps between nations, between rhetoric and reality, and between AI’s potential and the responsibilities that come with it.
